Quinn says he's working to pay down backlog of bills

Governor Quinn says he doesn't appreciate criticism over the backlog of bills.

Governor Quinn says he's doing the best he can with the state's backlog of unpaid bills. The state owes its vendors $5 billion, including social service agencies that are going out of business because the state hasn't paid them. Quinn says the state recently borrowed money and will start whittling down the bills, promising to get them all paid by the end of the year.

Paying bills by the end of the year doesn't mean the state will be out of the hole, but will have another pile of debt around $5 billion owed to lenders instead of vendors.
