Cap and trade could move during lame duck session

To prevent that, Johanns has filed a point of order, forcing a vote. This measure says Senate conferees can’t consider cap-and-trade without approval of the full Senate. Senate Majority Leader Harry Reid is saying he doesn’t have enough votes for the climate change language. Johanns said that is just a political maneuver…
