TAZEWELL COUNTY – A probable cause affidavit reveals that a man believed to be responsible for a fatal crash had cannabinoids, amphetamine, and methamphetamine in his system a the time of the crash. In addition, the man admitted to driving on a suspended license, with no car insurance.
Jesse St. Clair, 45, faces two felony counts. One is for driving on a revoked license and causing personal injury or death. The other is for an aggravated DUI accident resulting in death. St. Clair also face a felony count for a DUI.
The crash happened December 10th, 2019, on Springfield Rd. in Groveland Township. St. Clair was driving his silver Hundai Sonata south on Springfield Rd. when he crossed the center line in a curve near Broadway St. Kaitlyn Guard, 20, of Pekin was driving her Nisaan Rogue north, and tried to swerve to avoid St. Clair, but the two hit head-on.
St. Clair has a history of traffic violations. In 2003, he was cited for driving on a suspended license, failure to reduce speed to avoid an accident and operating an uninsured motor vehicle.
In February 2019, he was cited for failure to yield the right of way at an intersection.
Last May, his drivers license was revoked.
