Lawmakers bracing for running the General Assembly by conference call

SPRINGFIELD – Depending on how long the coronavirus crisis lasts, the question of running the General Assembly by conference call – or something – may come up.

While only this week has been cancelled, House members are being told the session is “in flux.” They could be called to the Capitol at any time – but only if necessary.

Only two states – Oregon and Wisconsin – have something in place allowing for an emergency session by a virtual or remote means in the event of emergency. According to the National Council of State Legislatures, a constitutional amendment in Oregon gives more power to the legislature and governor in such cases.

In Wisconsin, a state law allows the legislature and its committees to meet virtually when there’s an emergency or threat of one. Illinois’ legislature cancelled this week’s session and is next schedued to meet Tuesday the 24th.
