BLOOMINGTON – The McLean County State’s Attorney Office has released a preliminary report into the officer-involved shooting that left three dead, including the shooter.
The conclusion of the report “finds that the course of conduct engaged in by the officers was justified, reasonable and necessary to protect the public and themselves from great bodily harm and additional loss of life.”
Normal Police officers responded at around 3:45 p.m. Monday, August 30, to the 2000 block of Lambert Drive at The Landings mobile home park to an active shooter incident with multiple people already wounded.
While rendering aid to a person already shot, the active shooter’s movements and actions led to an engagement between the active shooter and the officers — ultimately killing the shooter — previously identified as Ronald J. Reiner, 66, of Normal.
Illinois State Police also released the audio from the 911 calls and radio traffic — as well as video and audio from body and dashboard camera footage.
Victims of the shooting were identified as Sharon Reiner, 64, and Julie Davis, 59, both of Normal. Three people injured in the shooting were a 62-year-old man, 58-year-old man and 34-year-old man,
The preliminary state’s attorney report names the officers who discharged their weapons: Officer Shane Bachman, Officer Evan Easter and Officer Cory Phillips.
The report also states the “unequivocal opinion” of the analysis team that the three officers were legally justified in their deadly use of force against Ronald Reiner.
The report uses evidentiary sources such as recorded 911 calls, radio traffic, computer-aided dispatch reports, around 92.5 gigabytes of body and dashboard camera footage, interviews and more.
The report also details portions of the officer’s radio traffic as well as body camera footage worn by the three aforementioned officers.
