Town seeks public input for Uptown Normal underpass project

NORMAL – The Town of Normal has launched an online survey to gather public input about the Uptown underpass project.

“Community voices are important, and planning for this project has progressed to a point where we seek input on the north and south plazas, public spaces and more,” said Normal City Manager Pam Reece in a news release. “During early project discussions, many key stakeholders expressed strong support for the effort. The Town heard from businesses, community leaders, major employers and many others.”

The survey will be live through Friday, March 4. You can access the survey here.

Discussions and planning for this $23.9 million project began in 2015. In late 2021, the Normal Town Council approved funds for Phase II and Phase III of the project. To complete the project, the town plans to invest $1.69 million, or about 7% of the total project cost. About 93% of the project funding comes from federal and state funding sources.

The purpose of the online survey is not to reevaluate the project but to gather community input, according to a news release.
