Louisana man arrested in Bloomington for domestic violence & unlawful restraint

BLOOMINGTON (Heart of Illinois ABC) – A man from Shreveport, Louisiana has been arrested for a myriad of offenses including aggravated domestic battery and unlawful restraint after police say the man and his vehicle were identified through the city’s new automatic license plate reader system.

Bloomington Police say Louis G. Wiggins, 37 was arrested after reports of a man punching a woman inside of a store during an argument at around 11:30 p.m., Thursday, April 7, in the 1400 block of West Market Steet.

The woman was then dragged into a vehicle and fled from the scene.

Police say officers were able to identify the vehicle and the registered owner and checked various locations for the vehicle.

Wiggins’ vehicle was located at a hotel in the 1600 block of Jumer Drive at around 12:30 a.m. Friday.

Police say Wiggins resisted arrest but was taken into custody without injuries.

Officers also located the 26-year-old victim who sustained minor injuries and refused medical treatment.

Wiggins was arrested for aggravated domestic battery, disorderly conduct, unlawful restraint, resisting/obstructing a peace officer and criminal damage to property.

He is currently in the McLean County Jail. No bond information is available.

“Despite the BPD being in the early stages of implementing the ALPR cameras, we were able to successfully identify the suspect and ultimately make an arrest,” said Bloomington Police Chief Jamal Simington. “This tool made a substantial difference in this investigation and prevented further harm to the victim.”
