Two charged in connection with shots fired incident in Normal nearly two years ago

NORMAL – Two people appeared in court this week on weapons charges stemming from an incident nearly two years ago in Normal, the police department announced.

Eric L. Clark-Phifer and Demetrius D. Moore, both 32 and both from Bloomington, stand charged in McLean County Circuit Court with aggravated unlawful use of a weapon and possession of firearm without a valid FOID card in connection with the July 9, 2022, incident where Normal police say several shots were fired in the 200 block of West Willow Street.

That’s a few blocks from the Illinois State University campus.

There were no victims, said the department’s spokesman Brad Park. When asked about more details regarding the shots fired incident, Park declined to comment, saying the matter was an ongoing matter.

Clark-Phifer remains in the McLean County Jail pending a detention hearing Wednesday afternoon, according to court records. Moore has been released pending the outcome of his case.

A third man Amir Gaston, 22, was charged last November with aggravated unlawful use of a weapon as well. It wasn’t immediately clear if he was in custody or not. He is set to appear in court later this week for a pretrial conference.

Gaston faces up to three years in prison if convicted. Both Clark-Phifer and Moore face up to seven years in prison.

Their possible sentences are higher as they have prior convictions, according to court records.
